Who Is Creation Consumer Finance?

Creation Consumer Finance Limited is the motor finance arm of Creation Finance, which is itself a trading name used by both Creation Consumer Finance Limited and Creation Financial Services Limited. Both entities are part of BNP Paribas Personal Finance — the consumer finance division of the global BNP Paribas banking group. Creation has provided consumer finance in the UK for over 50 years.

In the motor finance market, Creation Consumer Finance provided PCP and HP agreements through franchised and independent dealer networks. It operated as a third-party lender — meaning dealers introduced customers to Creation rather than to a manufacturer-captive finance arm. This model was particularly common in used car and independent dealer contexts.

Is Creation Consumer Finance Covered by PS26/3?

Yes. Creation Consumer Finance Limited is an FCA-regulated lender and all regulated PCP and HP agreements it arranged through UK dealer networks between 6 April 2007 and 1 November 2024 are within scope of PS26/3. The complaint deadline is 31 August 2027.

As a third-party lender operating across multiple dealer networks, Creation Consumer Finance agreements are particularly likely to have involved Discretionary Commission Arrangements — the model under which dealers set interest rates within a range to earn higher commissions. The MoneySavingExpert survey data from May 2024 showed third-party lenders used through independent dealers had among the highest DCA rates.

Three Grounds for a Creation Consumer Finance Claim

1. Discretionary Commission Arrangements (DCAs)

Prior to 28 January 2021, Creation Consumer Finance allowed dealers to vary the interest rate on finance agreements within a set range, earning more commission the higher the rate. Where this was not disclosed to the customer, it is compensable under PS26/3.

2. Unfairly High Fixed Commission

Post-January 2021 agreements may qualify where the fixed commission met the FCA threshold of 39% of total cost of credit and 10% of the loan amount. Creation Consumer Finance agreements arranged after January 2021 and before November 2024 should be checked against this threshold.

3. Contractual Ties

Where Creation Consumer Finance had exclusive or preferential arrangements with specific dealer networks that were not disclosed to the customer, the contractual tie ground may apply. Unlike manufacturer-captive lenders, Creation Consumer Finance does not share a brand identity with the dealers it worked through, so the contractual tie exclusion that applies to VW Group or Renault Group agreements does not apply here.

Creation Consumer Finance operated as a third-party lender across a wide range of dealer networks including:

  • Independent used car dealers across the UK
  • Car supermarkets and multi-brand retail sites
  • Some franchised dealer networks where it was offered alongside or instead of the manufacturer captive lender
  • Online car retailers

Pre-April 2014 agreements: Complain before 31 August 2026 → decision by 30 November 2026 → payment by January 2027

Final complaint deadline: 31 August 2027

Under the original timetable, complaining before 30 June 2026 placed you in the earliest payment cohort. Those dates are suspended; complaining is still free and puts your complaint on record, but no payment under the scheme is guaranteed while the suspension stands.

Yes. Creation Finance is the trading name used by both Creation Consumer Finance Limited and Creation Financial Services Limited. If your motor finance agreement references Creation Finance or Creation Consumer Finance, both refer to the same FCA-regulated entity for the purposes of a PS26/3 complaint.

I used Creation to finance a used car from an independent dealer. Does that count?

Yes. PS26/3 covers all regulated PCP and HP agreements regardless of whether the vehicle was new or used, or whether the dealer was franchised or independent. If Creation Consumer Finance was the lender and the agreement was between April 2007 and November 2024, you are eligible.

Is Creation Consumer Finance financially stable enough to pay out?

Creation Consumer Finance is part of BNP Paribas Personal Finance, which is part of the BNP Paribas group — one of the largest banking groups in Europe. The financial stability risk associated with smaller specialist lenders does not apply here. BNP Paribas has the balance sheet to meet its PS26/3 obligations.

The FCA estimates average compensation of around £830 per eligible agreement, but eligibility and payment amounts vary. Some customers may receive nothing. Complaints about agreements started from 1 April 2014 should be submitted by 30 June 2026 to be considered under the earlier timetable. Different dates apply to older agreements.
